Public Delegations

Delegation is the term used to describe the process of making a formal presentation to the Provincial Capital Commission (PCC) board. The PCC normally reserves 15 minutes at a regular board meeting for presentations by delegations.

To appear as a delegation, a written application must be received by 12 Noon on the Wednesday prior to the regular board meeting. Each presentation may be up to five minutes.

You will receive confirmation as to whether or not you will be presenting to the board on the Thursday prior to the meeting. Copies of your presentation will be distributed to the board.

If the application is not received by the specified time, PCC staff will make arrangements to have your delegation request presented at the next board meeting.

PRESENTATION PROCEDURES

1. The board may allow a delegation to address the board at a meeting provided written application on a prescribed form has been received by 12 Noon on the Wednesday prior to the meeting and confirmation has been provided by the PCC. Each presentation may be up to five minutes.

2. Where written application has not been received by the PCC as prescribed, a delegation may address the meeting at the discretion of the board Chair.

3. The board Chair or delegate of the board Chair may decline to place a delegation on the agenda if the issue is not considered to fall within the PCC’s mandate.

4. The board Chair determines a speaking order for public presentations giving priority to individuals or delegations who have not previously presented to the board.

5. In circumstances where the PCC boardroom is unable to accommodate the public wishing to attend a meeting, the public presentation session will be reconvened at a larger venue at a future date.

Public Input
The board reserves 15 minutes for individuals wishing to make comments on any item listed on the board agenda. Individuals may speak for up to 3 minutes.

Writing to the board
Members of the public are encouraged to share their views with the board. It is the PCC’s aim to process written communication as efficiently as possible. You will receive acknowledgement that your correspondence has been received and circulated to the board for their information.
