| Mr. Wellburn
is a graduate of the University of Victoria
and a chartered accountant who has owned
and managed several businesses and operated
an accounting practice providing a range
of professional services to small and
medium sized clients. He has extensive
experience as a Director and Chair of
many not-for-profit and corporate boards
bringing a strong financial and business
background to the Provincial Capital
Commission along with proven leadership
experience and strategic planning skills.
He has specialized knowledge of effective
corporate governance practices, shareholder
accountability and an organization’s
responsibility for its environmental,
social and economic impacts on stakeholders.
In addition to serving as the Chair
of the PCC, Mr. Wellburn is currently
a Director of the Greater Victoria Harbour
Authority and a Director and Board Chair
of Coast Capital Savings. |

| Beth Campbell |
| Ms. Campbell
has owned the Best Western Inn in Penticton
for over 26 years and served as a municipal
councillor for 9 years and as Mayor
for 3 years. She also served as Past
President of the Penticton Chamber of
Commerce, Board Member of the Penticton
Motel and Campground Association, Past
Vice-Chair of Tourism BC (nominated
by industry), and is currently Governor
appointed by the Board of Best Western
International Inc. Ms. Campbell is also
currently a Director on the Board of
Fortis B.C. and the Yukon Hotel Association
and provides strategic vision and leadership
in these roles. |

Brink |
| Ms.
Brink was Founder, Chair and CEO of
Science World in 1989 and returned
as CEO in 1997 during a major restructuring.
She was Founder and Chair of Leadership
Vancouver and is currently Vice-Chair
of the Laurier Institute, a Board
Member for KCTS Public Television,
the Salvation Army of Greater Vancouver,
the Vancouver General Hospital Foundation,
and the Spirit of Vancouver Task Force.
These activities, together with chairing
the 1997 national "Equity, Community
Participation, and Citizenship”
conference, as well as her volunteer
work for numerous other community
groups, have earned Ms. Brink membership
in the Order of Canada in addition
to many other community awards.

Durante |
| Ms.
Durante is a long-time resident of
Vancouver, Victoria and the Gulf Islands
and works as a landscape architect
based in Vancouver. With over 30 years
of experience in the business with
a broad-based practice which has included
larger scale planning projects, street
beautification, urban parks and plazas,
she is an active member of the design
community and has sat on several design
panels in Vancouver and Ottawa and
has been actively involved in public
art and heritage issues. Ms Durante
has worked in a variety of locations
including Vancouver, the Lower Mainland,
BC, Indonesia and China and has served
in many volunteer positions in architecture,
art and community organizations.

| Christopher
Fairbank |
| Mr. Fairbank
has lived and worked as an architect
in Nelson since 1978 and is currently
working on two heritage restoration
projects in Nelson including the restoration
of the Nelson courthouse. He is the
Past Chair of the Nelson Heritage Advisory
Commission (member from 1979 to 1992)
and has also served the community as
an Executive Member of Scouts Canada,
a Member of the Nelson Downtown Core
Steering Committee and the Kootenay
Mountaineering Club. |

| Pamela
Madoff |
| Ms.
Madoff is on Victoria City Council where
she has responsibility for Planning,
Heritage and the Advisory Design Panel.
She has supported projects such as the
preservation of St. Ann's Academy and
the development of master plans for
Beacon Hill Park and Ross Bay Cemetery.
She is the Councillor Representative
on the Green Building Policy Development
Committee and is a member of the Royal
McPherson Theatres Board, the Heritage
Society of B.C. Board, the Governor
for B.C. on the Heritage Canada Foundation
Board, and an Alternate Director on
the CRD Board. She is a Past-President
of the Hallmark Society and sat on the
Board of the Craigdarroch Castle Historical
Museum Society. She also participated
in the provincial Community Pride Project
which involved travelling throughout
the province facilitating workshops
on heritage preservation and the economic
benefits of heritage rehabilitation.
Timely reviews of neighbourhood plans
and a clearly articulated vision of
the city are two of Ms. Madoff’s
main priorities. |

Hunter |
| Mr. Hunter
is the President of Devon Properties
and is a Director or Officer of more
than 30 property holding companies.
He is a Director of the BC Apartment
Owners & Managers Association and
in the past was involved in the community
as a Director of the Glenlyon Norfolk
School, Art Gallery of Victoria, Rental
Housing Council of BC, Boys & Girls
Club of Victoria and the United Way
of Victoria. |

| Allan
Cassidy |
| Mr. Cassidy
has been a practising architect in Victoria
for over 20 years, which has afforded
him the opportunity to work throughout
the region and be actively involved
in a number of heritage restoration
projects including the residences of
past premier John Robson and of his
son-in-law Joseph Hunter; both constructed
in 1880. Most recently, he has led the
consulting team in the restoration of
Victoria’s 1913 Royal Theatre
Heritage Façade, for which he
won a 2006 Achievement Award from the
Heritage Foundation of Canada. First
elected to Oak Bay Council in 1996 he
has continued in that capacity since
that time. Amongst his responsibilities
has been chairmanship of the Land-use
Committee and the Heritage Commission.
Mr. Cassidy has sat on Design Panels
in Saanich and Victoria and was a founding
member and chair of the Oak Bay Panel. |

Gillespie |
Mr. Gillespie
is the longest serving member of Saanich
Council having been first elected
in 1990. He is currently Council Liaison
to the Fire Department; a Director
on the Capital Regional District Water
Commission; and Vice-Chair of Saanich
Personnel Committee. He also serves
as Saanich representative on the Victoria
Airport Authority, Peninsula Agricultural
Commission and CRD Housing Corporation
Board. Mr. Gillespie has been a Saanich
resident since 1929 and was a business
owner for 28 years. In addition, he
has been an active member of the community
serving as Chair for Saanich Recycling
Committee, Vice-Chair for Greater
Victoria Water Board and a volunteer
for the Lake Hill Soccer sports programs
for more than 20 years. Mr. Gillespie
has three children, six grandchildren
and 2 great-grandchildren. |

Young |
| Mr. Young
earned a BA in economics at UBC and
a Ph.D. in economics at Harvard. He
has lectured at the University of Victoria
and the University of Alberta, and has
worked for the British Columbia Ministry
of Finance. For many years Dr. Young
has been a partner in Discovery Economic
Consulting. His public service includes
Victoria City Council (1983-99 and 2005-06),
the Capital Region Board, the Greater
Victoria Library Board, the Greater
Victoria Water District Board, the BC
Financial Institutions Commission and
the Victoria Airport Board, among many
others. Mr. Young lives in Fairfield
with his wife and children. |

| Hy Freedman
has been appointed to the Provincial
Capital Commission Board of Directors,
representing Esquimalt council.
An accountant, Hy is chair of Capital
Region Emergency Service Telecommunications
Incorporated and serves on the Commuter
Rail Steering Committee, the CRD E&N
Rail Trail Corridor political liaison
committee, the Greater Victoria Economic
Development Agency Advisory Board
and the Greater Victoria Economic
Development Agency Advisory Board.
He also serves as an alternate representative
for his council on numerous other
committees. |

Oppen |
| Mr. Oppen
is a former Deputy Minister with the
Yukon Government and is currently the
President of William A. Oppen and Associates,
Public Policy Consultants, a firm that
provides expertise in environmental,
First Nations relations, strategic planning,
negotiations and public affairs. He
is also a former journalist with the
Whitehorse Star and was a Host on CBC
Yukon. He is the Founding Director of
the Yukon Society for Early Childhood
Education, a Member of the BC Employment
Assistance Appeal Tribunal and a Director
of the Yukon Fish and Game Association.
Mr. Oppen is currently a Member of an
expert panel created to advise the federal
Minister of Heritage on a new tentative
list for World Heritage Sites in Canada.
He is the published author of numerous
periodical articles and newspaper columns
as well as the Riel Rebellions:
