The Commission’s Board consists of fourteen Directors, eight of whom are appointed by the Lieutenant-Governor in Council, with the remaining six being appointed by the communities of Victoria, Saanich, Oak Bay, and Esquimalt.
Bill Wellburn is a graduate of the University of Victoria and a Chartered Accountant. His career includes extensive business management, a successful CA practice and a wide range of corporate and not-for-profit directorships over the past 30 years. He is a Chartered Director (C.Dir.) and has specialized knowledge in the areas of corporate governance, including strategy, oversight, accountability and corporate social responsibility. In addition to the Provincial Capital Commission, he is currently the board chair of Coast Capital Savings and the audit committee chair of the Greater Victoria Harbour Authority. He was elected to the Fellowship of the Institute of Chartered Accountants of British Columbia in 2006 and has been recognized by the Credit Union Foundation of British Columbia with a Distinguished Service Award for his contribution to the credit union system.

Barbara Brink is immediate past Chair of the Vancouver General Hospital Foundation and serves on the executive committee of the Provincial Capital Commission and Legal Services Society Board. She is co-Chair of the Business Laureates of British Columbia Gala Dinner and Induction Ceremonies Cabinet and chairs the Board of the West Vancouver Community Centres Services Society which runs the new award-winning Aquatic and Community Centres in West Vancouver. She is also a Board member of Junior Achievement of BC. Barbara was the founder, Chair, and CEO of Science World when Science World was first established in 1989 and returned to act as CEO during a major restructuring. She was a founder of Leadership Vancouver, a program to train and encourage the best of the community’s emerging new leaders to advance Vancouver’s tradition of volunteer commitment. She also served for many years as Vice Chair of the Laurier Institution, an organization committed to research and education concerning the economic and social benefits of cultural diversity and was General Campaign Chair for two years for the United Way of the Lower Mainland.

Allan Cassidy has been a practicing architect in Victoria for more than 20 years, which has afforded him the opportunity to work throughout the region and be actively involved in a number of heritage restoration projects including the residences of past premier John Robson and of his son-in-law Joseph Hunter; both constructed in 1880. He also led the consulting team in the restoration of Victoria’s 1913 Royal Theatre Heritage Façade, for which he won a 2006 Achievement Award from the Heritage Foundation of Canada. First elected to Oak Bay Council in 1996 he has filled numerous positions, including chair of the Land Use Committee and the Heritage Commission. He was also a founding member and chair of Oak Bay’s design panel, and has sat on similar committees in Saanich and Victoria.

A graduate of the University of Victoria where he obtained a Bachelor of Arts in Geography and a Masters in Business Administration, Chris Coleman also earned a Bachelor of Laws from the University of British Columbia. Currently serving his fourth term as a Victoria City councillor, he has been involved with various committees over the years including economic development and finance and human resources. In addition to his appointment to the PCC, he presently serves on the Capital Region Emergency Service Telecommunications, CRD Water Supply Commission, Mayor’s Standing Committee on Victoria Harbour Airport and Victoria Athletic Commission. Coleman has also served on various community boards including the National Homelessness Initiative, Downtown Blanshard Community Centre Society, YM-YWCA, Citizen Advocacy, C-FAX Santa’s Anonymous, Greater Victoria United Way’s Campaign Cabinet, BC Summer and Winter Games Audit Committee and the Christ Church Cathedral Parish Council.

Jane Durante is a long-time resident of Vancouver, Victoria and the Gulf Islands and works as a landscape architect based in Vancouver. With more than 30 years of experience in the business with a broad-based practice which has included larger scale planning projects, street beautification, urban parks and plazas, she is an active member of the design community and has sat on several design panels in Vancouver and Ottawa and has been actively involved in public art and heritage issues. Jane has worked in a variety of locations including Vancouver, the Lower Mainland, BC, Indonesia and China and has served in many volunteer positions in architecture, art and community organizations.

David Everett has 30 years of experience in corporate management and real estate business operations. He is currently President of Duncan Group of Properties which is involved in all areas of managing a significant real estate portfolio. Previously, he was the Executive Vice President, Realty Division, Johnston Ross & Cheng. In the community, he is a member of the Canadian Yachting Association Audit Committee and Chairs the Royal Vancouver Yacht Club Audit Committee. In the past, he has served as a Director of Royal Canadian Securities, President of Dominion Vancouver Motors, and President Canadian Yachting Association. In addition, David served as a Governor and former Chair with the Langara College Board. He holds his Marketing Management Diploma from the British Columbia Institute of Technology and Property Management and Property Appraisal Diplomas from the University Of British Columbia, School Of Commerce.

Chris Fairbank has lived and worked as an architect in Nelson since 1978 and is currently working on two heritage restoration projects in Nelson including the restoration of the Nelson courthouse. He is the Past Chair of the Nelson Heritage Advisory Commission (member from 1979 to 1992) and has also served the community as a member of the Nelson Downtown Core Steering Committee and the Kootenay Mountaineering Club.

A third-term councillor for the Corporation of the Township of Esquimalt, Lynda Hundleby was appointed to represent her municipality on the Provincial Capital Commission Board of Directors in January, 2009. Currently in her third year as a commissioner on the Regional Water Supply Commission, she also served three years as Trustee on the Greater Victoria Public Library Board and two years as Chair of the Victoria Confederation of Parent Advisory Councils. Prior to being elected to Esquimalt Council, Lynda served on the Esquimalt Parks and Recreation Commission for six years, the last three as Chair. A married, parent of two adult children, she is a registered pharmacist and works as a program manager for the Ministry of Health Services.

Lynn Hunter has been appointed to the Provincial Capital Commission Board, joining Councillor Chris Coleman to represent the City of Victoria on the PCC's 14-member board. She brings considerable experience in public service and a broad perspective on economic, social and environmental issues. The Victoria councillor and former MP for Saanich-Gulf Islands has served on numerous municipal and regional boards overseeing housing, water supply, tourism, parks and recreation. She has also served as Chair of the BC-Yukon Multiple Sclerosis Society, Chair of the National Government Relations Committee, and as a Director with Fisheries Renewal BC, Sierra Legal Defense Fund and Oxfam.

Representing Saanich, Wayne Hunter has 27 years experience as a school administrator in addition to three years as a sessional instructor at UVic and as an international hockey coach. He has served on the Saanich Police Board and was President of the BC Association of Police Boards for five years and director of the Canadian Association of Police Boards for one year. Wayne also served as vice-chair of the Capital Regional District and was on numerous CRD committees including environment, economic development, hospital, regional growth and finance. Wayne is a former mayor of Central Saanich.

Russell Irvine brings to the Provincial Capital Commission experience and skills gained in his career as a planner, government department head and through his community service. Presently he is Board Secretary of the Comox Valley Airport Commission. Other past roles include Director of the Filberg Heritage Lodge and Park Association, an elected member of Oak Bay Council and a board member of the Trans Canada Trail Foundation and the Land Conservancy of British Columbia. From 2002 to 2005 he served as Oak Bay Council's representative on the Provincial Capital Commission. Russell Irvine lives in Courtenay.

Prince Rupert resident Susan Marsden is curator of the Museum of Northern British Columbia. She graduated from the University of Toronto with a Bachelor of Arts (Honours) in Philosophy, and from the Professional Development Program at Simon Fraser University. She has worked as a teacher in several Gitxsan communities, developed culture and language curriculum for the Gitxsan and Tsimshian, coordinated research for both the Gitksan Wet’suwet’en and Tsimshian Tribal Councils.

A councillor for the District of Saanich, Dean Murdock was appointed to the Provincial Capital Commission board in December, 2008. He also serves as Vice-Chair of the Saanich Environmental Advisory Committee, Co-Chair of the Saanich Administrative Traffic Committee, and Council representative on the Finance and Personnel Standing Committee. In addition, Dean is the Saanich Liaison to the Peninsula Agricultural Commission and Beacon Community Services. He was named to the CRD Water Commission and serves as alternate director for the CRD Board. Manager of Public Health Planning for the BC Ministry of Health Services, Dean brings a wealth of management experience to the PCC Board. Previous community services include Chair and Director of Transportation Initiatives for Sierra Club Victoria Group, Vice-President of Quadra Cedar Hill Community Association, Co-Chair Saanich Community Association Network, and Vice-President of Saanich Greenbelt Association.

Prior to his retirement Bill Oppen was the Deputy Minister of Renewable Resources for the Yukon government. During his career he also held senior positions with the governments of Alberta and Canada. He is a member of the BC Employment and Assistance Tribunal, and is a member of the BC Mediation and Arbitration Board. Previous achievements include writing a weekly column for the Whitehorse Star and hosting a weekly radio spot on CBC Yukon. He has authored numerous periodical articles as well as a book: The Riel Rebellions: A Cartographic History.
