The Commission’s Board consists of fourteen Directors, eight of whom are appointed by the Lieutenant-Governor in Council, with the remaining six being appointed by the communities of Victoria, Saanich, Oak Bay, and Esquimalt.
Bill Wellburn is a graduate of the University of Victoria and a Chartered Accountant. His career includes extensive business management, a successful CA practice and a wide range of corporate and not-for-profit directorships over the past 30 years. He is a Chartered Director (C.Dir.) and has specialized knowledge in the areas of corporate governance, including strategy, oversight, accountability and corporate social responsibility. In addition to the Provincial Capital Commission, he is currently the board chair of Coast Capital Savings and the audit committee chair of the Greater Victoria Harbour Authority. He was elected to the Fellowship of the Institute of Chartered Accountants of British Columbia in 2006 and has been recognized by the Credit Union Foundation of British Columbia with a Distinguished Service Award for his contribution to the credit union system.

Jennifer Clarke is President of JPC Strategies Ltd. in Vancouver, providing project management, communications and policy advice to a diverse range of clients focusing on infrastructure development and local government issues. She is currently the project manager for the proposed National Maritime Centre for the Pacific and the Arctic in North Vancouver. She also teaches local government in the political science department at the University of British Columbia. Ms. Clarke was a three-term member of Vancouver City Council from 1993 to 2002 and a candidate for mayor in the 2002 Vancouver civic election. She was also a member of the Greater Vancouver Regional District and Translink Boards. During her political career, she sat on and chaired numerous committees of city council and the regional district. Her community work now includes serving on the Advisory Board of the Centre for the Study of Democratic Institutions at UBC, on the Executive of the Council of the College of Physicians and Surgeons of B.C. as a lay member, as vice chair of the board of the Canadian Women’s Voters Congress and its Women’s Campaign School, and on the Board of the Canadian Breast Cancer Foundation recently co-chairing its Breast Cancer Summit.

Jane Durante is a long-time resident of Vancouver, Victoria and the Gulf Islands and works as a landscape architect based in Vancouver. With more than 30 years of experience in the business with a broad-based practice which has included larger scale planning projects, street beautification, urban parks and plazas, she is an active member of the design community and has sat on several design panels in Vancouver and Ottawa and has been actively involved in public art and heritage issues. Jane has worked in a variety of locations including Vancouver, the Lower Mainland, BC, Indonesia and China and has served in many volunteer positions in architecture, art and community organizations.

David Everett has 30 years of experience in corporate management and real estate business operations. He is currently President of Duncan Group of Properties which is involved in all areas of managing a significant real estate portfolio. Previously, he was the Executive Vice President, Realty Division, Johnston Ross & Cheng. In the community, he is a member of the Canadian Yachting Association Audit Committee and Chairs the Royal Vancouver Yacht Club Audit Committee. In the past, he has served as a Director of Royal Canadian Securities, President of Dominion Vancouver Motors, and President Canadian Yachting Association. In addition, David served as a Governor and former Chair with the Langara College Board. He holds his Marketing Management Diploma from the British Columbia Institute of Technology and Property Management and Property Appraisal Diplomas from the University Of British Columbia, School Of Commerce.

Chris Fairbank has lived and worked as an architect in Nelson since 1978 and is currently working on two heritage restoration projects in Nelson including the restoration of the Nelson courthouse. He is the Past Chair of the Nelson Heritage Advisory Commission (member from 1979 to 1992) and has also served the community as a member of the Nelson Downtown Core Steering Committee and the Kootenay Mountaineering Club.

A third-term councillor for the Corporation of the Township of Esquimalt, Lynda Hundleby was appointed to represent her municipality on the Provincial Capital Commission Board of Directors in January, 2009. Currently in her third year as a commissioner on the Regional Water Supply Commission, she also served three years as Trustee on the Greater Victoria Public Library Board and two years as Chair of the Victoria Confederation of Parent Advisory Councils. Prior to being elected to Esquimalt Council, Lynda served on the Esquimalt Parks and Recreation Commission for six years, the last three as Chair. A married, parent of two adult children, she is a registered pharmacist and works as a program manager for the Ministry of Health Services.

Russell Irvine brings to the Provincial Capital Commission experience and skills gained in his career as a planner, government department head and through his community service. Presently he is Board Secretary of the Comox Valley Airport Commission. Other past roles include Director of the Filberg Heritage Lodge and Park Association, an elected member of Oak Bay Council and a board member of the Trans Canada Trail Foundation and the Land Conservancy of British Columbia. From 2002 to 2005 he served as Oak Bay Council's representative on the Provincial Capital Commission. Russell Irvine lives in Courtenay.

Ben Isitt was elected to Victoria City Council and the Capital Regional District Board in 2011. He holds a PhD and an LLB, has taught history at the University of Victoria and the University of British Columbia, and currently holds a research fellowship with the UVic Faculty of Law. An award-winning historian, author and community advocate, Ben has written two books that challenge thinking regarding BC politics and Canadian history.
Ben's involvement in civic politics builds from his long-standing commitment to social justice and environmental protection. He has volunteered with residents and organizations on grassroots campaigns for worker rights, peace, the abolition of poverty and racism, and protecting our region's forests and farmlands from urban sprawl.
He combines professional and volunteer expertise with hands-on experience working with Victoria's street community as a Housing Support Worker with the Victoria Cool Aid Society.

A councillor for the District of Saanich, Dean Murdock was appointed to the Provincial Capital Commission board in December, 2008. He also serves as Vice-Chair of the Saanich Environmental Advisory Committee, Co-Chair of the Saanich Administrative Traffic Committee, and Council representative on the Finance and Personnel Standing Committee. In addition, Dean is the Saanich Liaison to the Peninsula Agricultural Commission and Beacon Community Services. He was named to the CRD Water Commission and serves as alternate director for the CRD Board. Manager of Public Health Planning for the BC Ministry of Health Services, Dean brings a wealth of management experience to the PCC Board. Previous community services include Chair and Director of Transportation Initiatives for Sierra Club Victoria Group, Vice-President of Quadra Cedar Hill Community Association, Co-Chair Saanich Community Association Network, and Vice-President of Saanich Greenbelt Association.

Prior to his retirement Bill Oppen was the Deputy Minister of Renewable Resources for the Yukon government. During his career he also held senior positions with the governments of Alberta and Canada. He is a member of the BC Employment and Assistance Tribunal, and is a member of the BC Mediation and Arbitration Board. Previous achievements include writing a weekly column for the Whitehorse Star and hosting a weekly radio spot on CBC Yukon. He has authored numerous periodical articles as well as a book: The Riel Rebellions: A Cartographic History.

With a lengthy history in municipal government, Nichola Wade was appointed to the PCC Board representing the District of Saanich. She served as a Saanich council member from 2001 to 2005 and was elected again in 2011. She also was a councillor for Central Saanich from 1996 to 1999.
A career civil servant, she is currently a negotiator with the BC Ministry of Aboriginal Relations and Reconciliation and has previous leadership roles with the Climate Action Secretariat, Olympic Games Secretariat, Oil and Gas Division, and Attorney General’s office.
Nichola earned her BA from Carlton University in Ottawa and an MBA at Richard Ivey School of Business, University of Western Ontario.
She has also served as trustee with the Greater Victoria Public Library Board, having chaired the Policy and Program Evaluation Committee.
In addition to being a volunteer running coach, she has sat on numerous boards and committees including Silver Threads, Lower Island Equestrian Club, VS Cadora, CRD Arts, St. Stephen's Parish Council and Swan Lake Christmas Hill Nature Sanctuary. She was presented with the 2006 Greater Victoria YWCA Woman of Distinction Award for Public Service.

Geoff Young earned a BA in Economics at the University of British Columbia and a Ph.D. in economics at Harvard. He has lectured in economics at the University of Victoria and the University of Alberta, and has worked for the BC Ministry of Finance where he provided budget evaluation and monitoring for the economic development ministries, advised and made recommendations on existing and proposed expenditure programs including capital projects, and carried out research in various areas, including provincial and local taxation and financial effects of proposed legislation.
Prior to being re-elected to Victoria City Council in 2005 and again in 2011, Geoff served as councillor from 1983 to 1999. He is currently serving as Chair of the Capital Regional District (CRD) Board of Directors, and has served on several local boards and commissions including the Greater Victoria Water District Board, the Greater Victoria Library Board, the CRD Parks and Environment Committees. Within city government he has been at various times Chair of the Finance, Engineering and Public Works, Traffic and Parking, Parks and Recreation, Fire Safety and Personnel committees of council.
He has also served on the British Columbia Financial Institutions Commission and on the Victoria Airport Authority board.
